В самом загрязнённом городе мира, где насилие стало обыденностью, а люди все более отдаляются друг от друга, в 1989 году появился техно-индустриальный проект под названием Ninera Degenerada. Его, под влиянием многих артистов, играющих электронную музыку (в основном Skinny Puppy), вместе с друзьями основали Эрк Эйкраг (Erk Aicrag) и Ракcо Агройам (Oskar Mayorga), для того, чтобы выразить свои чувства с помощью современных технологий. Они использовали дешевые синтезаторы, кассетные микшеры и самодельные инструменты и дисторшн.

В 1992 году сформировывается концепция того, что на сегодняшний день получило название HOCICO. В то время проект назывался Hocico de Perro - именно тогда Ракcо начал с помощью электроники реализовывать образы, переполнявшие его воображение. В 1993 году дуэт начинает переходить на более профессиональное оборудование, тогда же окончательно определяются роли музыкантов в группе: Ракcо - цифровая музыкальная электроника, Эрк - стихи и экспрессивный вокал.

В конце 1993 года группа записывает свои первые песни, а 18 февраля 1994 года дает свой первый концерт в доме Эрка, который вызвал к их музыке большой интерес среди друзей и людей, связанных с музыкальной индустрией. Здесь же они начали распространять свои первые записи, кассету под названием «Misuse, Abuse And Accident», которую записали тиражом примерно 30 экземпляров.

Некоторое время группа давала концерты по всему городу и стране.
